Public Open Space and Community Facility Strategy

The City has recently appointed a consultant to complete a City Wide Public Open Space and Community Facility Strategy.  In addition, a POS policy and Community Facility policy will be developed to guide implementation of the strategy.

The intent of the strategy is to guide the long term planning of open space and community facilities.  The outcomes of the study will guide further detailed planning by City staff and provide direction to Council, community members, state government and funding bodies for a period of 20 years.

The key objectives of the project are to:

  • Identify existing gaps in public open space and community facility provision within the City;
  • Identify future public open space and community facility requirements within the City as they relate to projected growth, in both population and sporting codes;
  • Establish strategies for meeting the identified public open space and facility needs of the Swan community;
    Establish criteria for the location and design of public open space areas and community facilities;
  • Provide a basis for the City to assess future public open space and infrastructure contributions from property developers in both new and existing areas of the City of Swan; and
  • Consolidate the findings in a Public Open Space and Community Facility Strategy (and policy).

How will it affect you?

The strategy will:

  • Provide benchmarks for the provision of POS and community facilities.  Requests for new facilities will be assessed against the strategy criteria which will allow the City to become more proactive when considering facility development, rather than reactive. 
  • It will identify where new facilities need to be developed or older facilities redeveloped or removed.
  • Provide advice to land use planners when assessing structure plans and new residential developments.
  • Allow more detailed financial planning to be undertaken as future POS and facility development will be more accurately understood.
  • Provide further guidance to land developers on the minimum POS requirements expected by the City to maximise use, reduce maintenance costs and improve accessibility.
