Building a Pool

A Building Licence approval from the City is required for a pool before work can commence on site. Click here for the application and checklist.

Once the Building Licence has been issued and the pool is installed, it must be suitably fenced, inspected, approved and registered by the City before it can be filled with water.

Swimming Pool and Spa Fence Inspections

To protect children from drowning you need to have a suitable enclosure approved by the City of Swan around your pool or spa. The City of Swan must inspect the enclosure before the pool or spa is filled with water and at least every four years after the first inspection.

It is also a legal requirement for regular inspections to be carried out on established pools and spas, so if you’re moving into a house that has a pool or spa it is important to check that it has been registered for regular inspection.

Be aware that only registered pools and spas are inspected by the City’s inspectors and the onus is on you to ensure that yours is registered and inspected. Our inspectors will give you all the advice and help you need to get your fencing up to the standard required.

The drowning of a child is not only tragic but it can also have legal implications for the pool owners. Having your pool or spa fencing inspected and certified as compliant with Australian standards by our inspectors provides you with a measure of safety and peace of mind.

In ground and above spas must comply with the standards
